Full Job Description

This is a key role to support the growth, development, and sustainability of Phillipstown to enable it to thrive and be a resilient, healthier, and safer community.

  • To build on existing and develop new partnerships with groups, agencies, and other partners.

  • To facilitate engagement and capacity build within the community with a focus on training and skills development for residents.

  • To contribute toward the delivery of the Driving Change Plan and the overall objectives of the approved workplan including providing monitoring and feedback to the Phillipstown Forever Steering Group.

  • To organise and facilitate events and activities including promotion and marketing.


  • Main Responsibilities and Duties

  • Understand the local community of Phillipstown and identify local development need using an asset based approach to Community Development

  • To map existing services and activities in the local community and wider area and maintain positive relationships where they may be relevant to the ambitions of Phillipstown

  • To engage effectively with residents within the community and continuously assess priorities to promote wellbeing and build capacity and encourage residents to participate in their local community

  • Where appropriate, set up, develop and support groups and forums to deliver the priorities of Phillipstown Forever Driving Change plan

  • To directly line manage the Phillipstown Community House Caretaker and support individual volunteers with performance, identifying knowledge gaps and arranging relevant training

  • Be responsible for developing and supporting the delivery of local partnership initiatives, priorities, and projects

  • Develop the use of the community buildings and spaces for activities as required

  • To attend and participate in meetings as required, which may sometimes be outside of normal working hour.

  • To collect evidence and ensure accurate records are kept and report appropriate monitoring and outcome data, as and when required, by the Phillipstown Forever Steering Group and other stakeholders

  • To understand, support and carry out the requirements of Groundwork Wales and its subsidiaries' internal business processes

  • To undertake any other duties, which may reasonably be regarded as within the scope of responsibility of the post as defined by the Line Manager

  • To be responsible for managing and reporting concerns, and for putting into place procedures to safeguard children and vulnerable adults in the organisation

  • To be responsible for the safety of personal information within your role, in accordance with GDPR regulations; to comply with the data protection principles and to ensure that personal data is not disclosed outside the organisation's procedures

  • To be responsible for the Health and Safety of all clients, beneficiaries, volunteers and staff while working on projects and sites


  • It is expected that you will have relevant experience relating to all of the above. Training, support and guidance will be provided as part of ongoing development.
    The Co-ordinator will
  • Be available to work flexibly as the role will include the need to work weekend, evening and possibly bank holidays at times

  • Be willing to undertake training and development related to the post and the work of the Invest Local programme

  • At all times represent Groundwork Wales and the Invest Local steering group in a professional, positive and informed manner at all times, whether engaging with members of the public, staff and volunteers, partnership organisations, or any other stakeholders

    Invest Local is a Big Lottery, 10-year initiative targeting deprived communities in Wales. Phillipstown has been chosen to receive £1 million over a 10-year period. This role is designed to coordinate, facilitate, and directly deliver the realisation and sustainability of various project. The role will also manage the cleaner / caretaker.

    The strategic priorities for the project will be set by the Phillipstown Forever Steering group with line management provided by Groundwork Wales.
