Full Job Description

Reporting to the Head of Corporate Revenues, the successful candidate will lead and manage a team of around 40 staff responsible for all aspects of the administration, billing, collection and recovery of Council Tax in Manchester. As part of the Revenues Service's Senior Management Team, they will also play a major role in determining the strategic direction of the Service.
They will join the Council at an exciting time as we have recently signed contracts to improve engagement with residents struggling to pay their Council Tax (Telsolutions) and introduce significant automation into the processing of incoming correspondence (Govtech). Knowledge of these systems would be an advantage as the successful candidate will play a key role in developing these initiatives to ensure maximum benefit is achieved., As part of our commitment to inclusion, we offer guaranteed interviews for specific groups of people. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check., The successful candidate will be able to demonstrate an excellent knowledge of the strategic importance of Council Tax and the legislative framework within which it sits and be aware of the latest developments in revenue collection and recovery, both administrative and legislative. They will be equally effective working on their own and as part of a team and will have a track record of effective Team management behind them. They will be able to work on their own initiative, referring back to senior management only when necessary and will be able to show that they can effectively lead and manage change within their team.

    Although home working is the default scenario for this role, there is an expectation of regular attendance in the office for up to two days a week.
