Full Job Description

1. To support the Town Clerk/RFO in ensuring statutory and other provisions affecting the running of the Council are observed and to deputise for the Town Clerk/RFO, as required.

2. To support the Town Clerk/RFO's role as principal advisor to the Council through attendance at Council and committee meetings as required.

3. To be responsible for such committees and working parties as instructed, including preparation of agendas and supporting papers, attendance at meetings, drafting of minutes and actions arising.

4. To attend meetings of such other bodies, organisations and groups as may be reasonably required.

5. To take overall responsibility of the cemeteries management.

6. To take overall responsibility of the allotments management.

7. To engage with third party contractors to carryout work on behalf of the Council by adhering to the local authority procurement and tender process.

8. To oversee management of Council resolved projects and/or services.

9. To carry out risk assessments for all Council duties and services.

10. To oversee the management of the Sole Trustee of the Charities meetings, including preparation of agendas and supporting papers, attendance at meetings, minutes and actions arising.

11. To oversee the Council's Grounds Team and to act as line manager for the Grounds Team Leader.

12. To act as line manager and support the Office Senior Administrator and Administration Assistant with their day-to-day responsibilities.

13. To have a working knowledge of the Council's accounting procedures and record keeping to deputise for the Town Clerk/RFO in their role when required, including monitoring of Council finances, production of reports, preparation of statutory returns and other accounts.

14. To assist the Town Clerk/RFO in ensuring the Council's responsibilities as an employer are met.

15. To support the Town Clerk/RFO in the preparation and administration of the Annual Town Meeting.

16. To manage the Village Hall complex and staff on a day-to-day basis.

17. To oversee the management of the Youth Trust staff.

18. To manage the sports pavilion complex on a day-to-day basis.

19. To undertake personal and professional development relevant to the role.

20. Any other reasonable duties that may be assigned from time to time.

21. To achieve the iLCA qualification within the first 12 months of employment and to work towards the CiLCA qualification within 3 years of employment.

An opportunity has arisen to appoint a Deputy Clerk, due to the current postholder stepping back to spend more time with her young family. We are seeking a person with the necessary skills, qualifications, experience, political awareness, sense of humour and ability to support the Town Clerk at an operational level and to assist the administrative officers on a day-to-day basis.

The successful candidate will preferably have local government experience; however, this is not essential and a willingness to undertake study for the iLCA qualification in the first 12 months, with further study to achieve the CiLCA qualification within 3 years.

Corfe Mullen is a large community situated in East Dorset north of Poole, with a population of approximately 10,140 living across 4290 properties. The village is set in the green belt, encouraging many outdoor activities and enabling excellent recreational facilities for residents and visitors alike.

The Town Council is a democratically elected body of 14 Councillors, supported by a team of 3 officers and a grounds team. It has a key role in promoting the town, facilitating town management and providing community leadership. The Town Council is also responsible for the provision and maintenance of 44 acres of recreation ground including various sports pitches and a sports pavilion, 11 acres of open space, working with Dorset Wildlife Trust and several small communal areas, such as three play areas, a MUGA and skate park. Corfe Mullen also has two cemeteries, Chapel, and a war memorial along with 96 allotments.

The Town Council is also the sole trustee and oversees the day-to-day management of Corfe Mullen Village Hall and Corfe Mullen Youth Trust. These are valuable services provided to our community.

Grade: SCP 26, £34,834 rising to SCP 27 £35,745 on completion of iLCA qualification (pay award pending)

Hours: 37 hours per week (to include some evening meetings)

Annual Leave: 23 days increasing to 26 days after 5 years' service plus 2 mandatory days per annum and bank holidays.
