Full Job Description

The New Hospitals Programme Project Manager will play a key role in delivering projects under Kettering General Hospital's New Hospital Programme (NHP) and related strategic estates projects.
The New Hospital Programme (NHP) is the largest hospital improvement programme in a generation and at Kettering General Hospital (KGH) it presents a momentous opportunity to radically improve and extend our services, with our circa £600m redevelopment including a new Emergency Department, Urgent Care Hub and six new wards.
As well as investing physically in the development of the KGH site, as part of the NHP, we will be utilising the latest technologies to create 'smarter' facilities, making use of the patient and building data that we collect. Through the introduction of clever systems and devices, we will be able to ensure that we always have the right staff, in the right place, at the right time to deliver the exact care that our patients require., + Manage the NHP project/programme lifecycle on a day-to-day basis for the programme being delivered, ensuring business continuity during the implementation of change and effectively managing conflicting priorities.
+ Work with the programme PMO to maintain the overall integrity and coherence of the NHP project/programme and develop and maintain the programme environment (processes and policies) to support individual projects within it.
+ Support the Project Lead on the implementation of an NHP project/programme or major workstream and be responsible and accountable for delivery.
+ Provide specialist project, programme and change management support, guidance and advice to project managers, project leads, and individual project teams
+ Build and sustain effective relationships with a wide range of stakeholders to help promote and plan change effectively to effect buy-in.
+ Play a pivotal role in ensuring workstreams and individual projects meet their objectives, identified critical success factors and achieve their key milestones and project deadline on time and on budget, holding the resource and financial budget for the programme.
+ Utilise the agreed project, programme and change management methodology, tools, methods and practices with all stakeholder groups, primarily with responsible project sponsors, project leads and project teams.
+ Work with stakeholders to ensure reporting and monitoring of KPIs related to the programme and analyse statistics to prove the impact of delivery., Kettering General Hospital is one of the largest employers in the area and we are on an exciting journey. Detailed job description and main responsibilities
Planning and delivery
The post holder will:
+ Plan and organise a broad range of complex activities to support the effective delivery of NHP programme projects, formulating and adjusting plans as required to support the delivery of the long-term aims of the Group Dedicated to Excellence Strategy, ICB plans, and NHP objectives and flex plans in response to emerging needs and uncertainty as well as in response to how the programme is progressing
+ Ensure effective coordination of individual projects and their interdependencies both internally and externally to the NHP project/programme; whilst effectively managing and utilising resources across individual projects.
+ Have the freedom to shape the scope and pace of change within boundaries set by the NHP SRO and the NH Programme Board), making decisions and presenting options on a range of highly complex programme issues where there may be more than one course of action.
+ Ensure clear lines of communication and consultation with key stakeholders and members of multi-disciplinary programme team, ensuring interdependencies are clearly identified and proactive actions taken.
+ Review, check and quality assure the content of project documentation for all programmes and any associated change initiatives ensuring projects remain viable and within any specified constraints.
+ Manage and resolve any risks and issues that may arise and take corrective actions where required, whilst advising of any deviations from approved plans.
+ Drive the implementation and adoptions of new business processes and prepare affected business areas for transition to future new ways of working.
+ Ensure change is implemented within the implementation cost budget and resources identified.
+ Optimise the timing of release of new deliverables into operational and corporate teams as required whilst ensuring business continuity.
+ Be able to interpret local and national guidance to the delivery of their NHP project/programme, including joining national networks for delivery where appropriate.
+ Alongside the immediate aims of the NHP project/programme, provide advice and support the services / divisions to develop longer-term plans for performance and service improvement to build on current delivery.
+ Utilise for the purposes of identifying opportunities and proposing best practice when planning programmes available benchmarking sources such as NHS Benchmarking Network, GIRFT and Model Hospital, working with the GIRFT Manager.
Communications
The post holder will:
+ Provide advice and guidance to staff and managers across the trust in relation to change; act as an advocate and champion for the NHP programme / project
+ Develop and maintain strong working relationships with a number of operational, clinical and corporate management teams including developing good knowledge of the overall programme aims, objectives and initiatives so as to provide meaningful expert advice and guidance in relation to change.
+ Ensure clear lines of communication and consultation with key stakeholders and members of multi-disciplinary projects team, ensuring interdependencies are clearly identified and proactive actions taken.
+ The post holder will be required to communicate and engage constructively with a wide range of internal and external stakeholders on a range of highly complex, specialist and often contentious issues.
+ In written communication, provide clear and concise updates on the delivery of the NHP project/programme to persuade Boards and senior managers of the importance of the programme/project and effectively describe blockers for resolution, through use of standard reporting tools
+ Work with the NHP Communications & Engagement Officer to develop an appropriate communications plan for NHP project/programmes to ensure that tailored key messages are communicated effectively to stakeholders as required.
Monitoring and reporting
The post holder will:
+ Provide regular reporting to the NHP SRO and governance for a as rewuired
+ Closely monitor, track and report in a timely manner the progression of individual projects and associated change initiatives with reference to project plans, objectives, milestones, financials, quality, risks and escalate issues as defined by the programme approach, advising of any deviations from approved plans.
+ Hold project leads and team members to account for project delivery
+ Update programme records ensuring that key programme documentation is up-to-date throughout the programme and following programme completion lessons learned are appropriately recorded and stored.
+ Assist project managers, project leads and individual project teams in developing and updating their project plans and other templates on a regular basis.
+ Review individual project progress on a regular basis, employing 'light touch' exception reporting through the preparation of fortnightly project highlight reports, and deploy where necessary project stage reviews depending on project status and delivery against plan.
+ Ensure lessons learned from implementing change are captured and disseminated across UHN.
+ Advise the NHP SRO on whether the outputs and outcomes of projects will lead to the actual realisation of benefits.
+ Ensure that audits and surveys are undertaken as appropriate related to the delivery of the programme to support reporting of impact.
People management
The post holder will:
+ Provide project and programme management subject matter expertise, counselling and motivating team members and, including having difficult conversations, and where necessary processes such as grievance and disciplinary matters. Ensure all team members are engaged, informed and mobilised from the commencement of each project and remain so until the project is concluded.
+ Role model the UHN Group values and behaviour framework both individually and through the team.
+ Ensure that behavioural expectations of team members are established.
+ Ensure responsible staff have clarity of role and appropriate training as required.
+ Engage in training programmes to support the NHP programme development
+ Actively participate in the Northamptonshire system Project and Programme Managers Community of Practice, including sharing expertise and learning through a 'Lunch and Learn' approach with the other members in the network.

If you need to have a Disclosure Barring Service (DBS) check, as a requirement of the role, you will be required to repay the cost of obtaining a DBS check (£50) and this amount will be reclaimed from your first salary. From 1st February 2019 all new starters to the Trust are required to join the DBS update service as per Trust DBS Re-checking Policy which has an annual cost of £13. New employees who do not join the update service will be required to pay £50 for a new DBS check in 3 years time.
