Full Job Description

As we continue to establish the Department for Energy Security and Net Zero (DESNZ) and deliver our significant agenda, we have a continued requirement to design and embed the right structures, ways of working and systems across a dynamic operating environment.

As part of a supportive Organisation Design team, you'll provide expertise and advice that helps senior leaders (Director Generals, Directors and their SLTs, the Executive Committee) address business challenges. This includes problem solving, deciding if organisation design is part of the solution and if it is, agreeing an approach and contracting to provide expertise.

We are looking for a confident and engaging person with effective interpersonal skills, who can work collaboratively, influence and has an interest in organisational effectiveness, and a drive to deliver people-focused change, through the application of organisation design practice, expertise, and mindset.

The role offers a great opportunity to shape the department of the future ensuring our people feel supported and well-equipped to deal with change., The Organisation Design practitioner role is an influential role and you'll:

  • Provide Organisation Design expertise, leading the design and delivery of impactful Organisation Design (OD) interventions as well as building OD capability across DESNZ HR and wider that aligns with the delivery of the OD Service Offer, Department's priorities, and Values.


  • Work with a 'client' (Director General or Director and/or their Senior Leadership Teams), advising them on the best approach by understanding their business challenges, often helping them to problem solve and get beyond the presenting issues. This includes:


  • o Drawing on Organisation Design and Development methodologies, analytics, benchmarks, and other tools to inform and shape design solutions such as business models, design principles, high-level and detailed organisation design, ways to explore issues and strengthen organisational effectiveness - this could for example involve looking at ways of working.

    o Evaluating, analysing, and interpreting data (e.g. people, cost, and skills) to create and present evidence-based insight, understanding impacts of change for people, systems, processes etc. and providing recommendations.

  • Work across DESNZ (with policy and corporate colleagues), develop clear evidence-based proposals, and influence senior stakeholders. This includes communicating effectively, being adaptable, curious, and being comfortable operating with a high degree of autonomy where there is complexity and ambiguity.


  • Work collaboratively with colleagues across the Organisation Design team, DESNZ HR (including Organisation Development) and wider including across boundaries.


  • Be part of a small team, working alongside the HR Business Partners, change and business experts and you will be adept at building strong working relationships to enable you to use your expertise to achieve maximum impact and build Organisation Design capability., Please note terms and conditions are attached.     Exceptional stakeholder engagement skills with the ability to quickly build strong trust-based relationships with senior leaders and the ability to communicate, coach and influence with confidence and bring them together to deliver shared outcomes.


  • Experience of leading the delivery of organisation design activities and change interventions through confidently engaging with 'clients', scoping, contracting, designing, and delivering that work and/or providing recommendations and professional challenge. As well as, using a range of data sources to drive decisions, flexibility to adapt to changing priorities and business requirements.


  • Understanding of, and experience of using, Organisation Design and Development models, tools, and interventions to drive organisational improvements system wide and in the development of Operating Models, creating clear plans, including change and engagement approaches focused on optimising the organisation.


  • Experience of working with operating models or applying your skills as part of large-scale transformation or organisational change in a complex or ambiguous environment.


  • Experience of Organisation Development interventions to complement organisation design - an understanding and experience of using different approaches, mindset, methods, and tools to achieve business outcomes.


  • Effective communication and interpersonal skills to engage colleagues, motivate others and work across boundaries. Including strong facilitation skills with the ability to lead groups of senior colleagues through a process, provoke debate, challenge where necessary and confidently expose and resolve points of difference to reach a strong consensus.


  • Confidence in using data, analysis, and insight to shape recommendations and interventions. Including working in agile ways, adapt and flex as new information and projects emerge. Thrive in ambiguity and able to see how work needs to shift to align.


  • Ability to be innovative in use of digital tools (e.g. for presenting data, engagement methods).


  • Strong understanding of a learning culture and a strong commitment to your own development and personal growth mind-set, sharing learning, building, and embedding Organisation Design and Development capability., A relevant professional qualification is desirable or willingness to work towards it e.g. Civil Service Core or Advanced Practitioner Programme and/or CIPD qualification and/or relevant experience of working on Organisation Design or Organisational Change., Changing and Improving
