The programme manager is responsible for delivering PMO function within the scope of the REMA programme. The role involves planning and delivery of the within the programme and the management of internal and external dependencies, risks and issues. It also includes the oversight and co-ordination of stakeholder engagement (internal and external) across the NESO REMA Programme.

The Programme Manager is responsible for the overall integrity and coherence of the programme, covering effective and structured programme management to ensure delivery to timeline, quality and cost. Ensuring alignment between the programme and other external dependencies - e.g. other ESO programmes, and third party interactions. They will develop and maintain the programme environment to support each individual workstream within it.

This role can be based from Warwick, Wokingham or Glasgow and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.,

  • Preparing and maintaining the Programme Plan and regularly reporting progress against the plan

  • Leading the programme's governance arrangements, supporting and feeding into the the Design Committee and the Programme Management Board, as well as into the various REMA Boards on the government side (Policy & Strategy Board, Programme Board etc)

  • Managing the programme's budget - monitoring expenditure and costs against delivered and realised benefits and managing the budget forecast

  • Ensuring the appropriate allocation of skills and resources to individual workstreams

  • Ensuring the products and services delivered from workstreams meet the required standards for quality, time and budget

  • Managing communications with stakeholders and working with External Affairs to own and execute a stakeholder engagement plan

  • Managing dependencies and interfaces between projects

  • Managing risks and issues at a programme level - including working closely with the Digital Data and Technology team, external consultants and other key stakeholders to ensure optimum solutions

  • Managing an effective Programme Management Office

  • Reporting programme progress at regular intervals

  • Experience delivering transformational change of strategic nature, leading projects

  • Experience delivering change in operationally critical environments

  • Experience in both waterfall and agile environments

  • Strong leadership, interpersonal and communication skills

  • Good knowledge of techniques for planning, monitoring and controlling programmes

  • Good knowledge of budgeting and resource allocation procedures

  • Comfortable working with and challenging senior executive stakeholders when required

Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator will be the independent body responsible for planning Great Britain's electricity and gas networks and operating the electricity system.


  • The ESO, including all of its existing roles, will be at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users' need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.

    The organisation will be set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As the ESO are today, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.

    A competitive salary between £65,000 - £75,000pa - dependent on experience and capability.

    As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
